01 July 2022 - Owner/President Colby Sawyer and Instructor Rob Brisley had a wonderful time teaching the L-952 All-Hazards Public Information Officer Course over the past week on behalf of Charlotte-Mecklenburg Emergency Management.
Fourteen students took a week to learn new and hone existing skills, and we look forward to having them as part of the North Carolina All-Hazards IMT family! We even had a student from as far away as California who flew in to join us for the week. We also had a few special visitors stop by. Therapy K9 “Cat” and handler Rick from the Charlotte Fire Department stopped by to talk about their program and how to operate as a single resource, Tony Bateman from CMEMO took time to talk with students about JIC/JIS interface during Nuclear exercises and emergencies, Bill Suthard demonstrated a CFD Field Communications vehicle, and Dianne Gallagher from one of the national networks spoke with students about what happens when national media “comes to town.”
Thanks to CMEMO for choosing us to host this course, and CFD for their hospitality! We certainly hope we can work together again soon!
May 2022 - A few weeks ago, the Croatan Solutions, LCC staff finished a multi-month process of conducting a Fire Service Assessment for Pamlico County, NC. Our goal was to objectively assess the current service delivery model and offer recommendations for how the county can better provide fire suppression services to the residents of the County.
Starting in October of 2021, our staff spent months conducting interviews, analyzing data, building maps and graphics, and preparing surveys. When it was all said and done, our team presented our recommendations to the Pamlico County Board of Commissioners and the Fire Chiefs Commission.
We are very thankful to Pamlico County and the Pamlico County Fire Marshal’s Office for trusting our team to provide this service, and we hope we can work together again in the future! We also wish to thank the dedicated public safety professionals who took the time to review the report and recommendations and provide their unbiased and objective feedback on the results and recommendations as members of our external Peer Review Committee.
29 April 2022 - Our staff had the pleasure of spending three days helping Teresa Smith from New Hanover County Emergency Management teach the L-975 NIMS ICS All-Hazards Finance/Administration Unit Leader class in Greenville this week.
This class, just one of many offered during the North Carolina Emergency Management Eastern Branch Training Week, provides more than 20 hours of specialized training in the All-Hazards Incident Management Team approach to finance and administration concerns of incidents and events.
Successful completion, along with the O-305 class provided through the National Fire Academy allows personnel to begin the credentialing process for numerous positions within the Finance and Administration Section of the IMT.
Thank you to all the students for being engaged throughout the class and having a true desire to learn how to do the job many people do not want to do.
22 March 2022 - This past week, Croatan Solutions LLC was able to help Crisis Training Exercise & Consulting and SKSSolutions with the 2022 RockSAR exercise in Richmond County, NC. Our team was responsible for assisting with the Simulation Cell) which is the portion of the exercise that provides information and injects to make the exercise more realistic and mentoring trainee members of the Incident Management Team (IMT).
Search and Rescue (SAR) teams and other public safety agencies from across North Carolina came together to spend three (3) days in the woods honing their SAR skills. We even had resources from South Carolina and New Jersey who came to practice. Special education and training stations were set up to teach participants more about specialized topics including Drones, Communications, and Wilderness Survival.
The North Carolina Search and Rescue Advisory Council (NCSARAC) took time to educate participants on the advocacy and support operations for the NCSAR community.

27 February 2022 - Croatan Solutions, LLC Founder/President Colby Sawyer just got back from a week of co-teaching FEMA’s E/L-952 (All-Hazards Position Specific Public Information Officer) in Cabarrus County, North Carolina on behalf of North Carolina Emergency Management and FEMA’s Emergency Management Institute.
Comprised of 31 hours of instruction and group activities with a final exam and exercise, this class teaches students how to serve as Public Information Officers on Type III and higher incidents in any jurisdiction across the country and covers topics from writing press releases and conducting press conferences to preparing for incidents within the incident and effective community relations, among others.
